Interior Ministry Orders Full Review of Officials Who Took Leave Under Decree 178

Vietnam’s Interior Ministry has ordered a nationwide review of people who left work under Decree 178, following State Audit findings on the implementation of policies for officials, public employees and workers during the restructuring of the political system.

The ministry sent the request to ministries, ministerial-level agencies and provincial and municipal People’s Committees. It said authorities must take responsibility for reviewing every case approved under Decree 178, as amended by Decree 67, to ensure recipients qualified and that the required procedures were followed.

Agencies and local authorities named in a Government Office document on the audit results must provide information on the State Audit’s recommendations and conclusions. They must also identify which bodies were responsible for determining eligibility and processing leave policies in each case.

If the review, inspection or examination finds errors, authorities must report them specifically and submit a timely correction plan. Any corrections must comply with Decree 178, its amendments under Decree 67 and Interior Ministry guidance. Problems that cannot be resolved locally must be reported to the ministry for submission to the competent authorities.

The ministry set September 15 as the deadline for receiving review results so it can consolidate them and report to the prime minister. According to an earlier ministry report, 146,847 people nationwide had left work under the policy by October 28, 2025. Of those, 47,921 were at the central level and 98,926 were local employees. A total of 71,610 people took early retirement, while 75,237 received severance benefits. Payments had reached 146,836 people.
