Investigation targets construction work at hotel owned by Aydın Doğan’s company

Construction work at Marina Vista Hotel in Bodrum, operated by a company linked to businessman Aydın Doğan, has become the subject of a criminal investigation.

The investigation, reportedly conducted by the Bodrum Chief Public Prosecutor’s Office’s Bureau for Zoning Offenses, followed a complaint concerning buildings on plot 11 of block 816 in Eskiçeşme. The complaint alleges that structures were demolished and rebuilt under permits issued for strengthening-based renovations, despite exceeding the limits of renovation work. It also claims municipal officials failed to halt the work or issue a construction suspension report.

Bodrum Municipality reportedly told prosecutors that six strengthening-based renovation permits were issued for the plot on Oct. 31, 2025. The permits carry the numbers 2025/457 through 2025/462. The municipality also cited a Sept. 12, 2025 decision by the Muğla Regional Board for the Protection of Cultural Assets, which approved an architectural renovation project based on structural strengthening. The decision required work affecting the ground to take place under the supervision of the museum directorate, a Muğla metropolitan municipality conservation unit and the project’s author.

The case also involves a preliminary review of municipal officials under Turkey’s law governing the prosecution of civil servants and other public officials. Bodrum’s district governorate reportedly said the matter required technical expertise and that Muğla’s provincial administration should conduct the review. Prosecutors also received company registry records for Marlin Otelcilik’s Bodrum Marina Vista branch.

Marlin Otelcilik rejected allegations of unlicensed or illegal construction. The company said the hotel work followed a strengthening-based renovation project prepared against earthquake and fire risks, and that the necessary permits had been obtained properly from the relevant public institutions.
