Japan's defense paper reaffirms military buildup, reiterates Dokdo claim

Japan's latest defense white paper, released under Prime Minister Sanae Takaichi, signals a strong commitment to revising key security documents by year-end to significantly enhance the nation's military capabilities. The paper emphasizes the need for a comprehensive strengthening of national power, integrating diplomacy, defense, economy, technology, and intelligence to navigate a challenging security environment.

The "three security documents" – the National Security Strategy, National Defense Strategy, and Defense Force Development Plan – are central to this revision. The government aims to adapt to evolving warfare, including the use of drones and artificial intelligence, and prepare for prolonged conflicts. This push for increased military spending, targeting 2% of GDP, reflects concerns over growing threats from China and Russia, with the paper labeling China as the "greatest strategic challenge."

For the 22nd consecutive year, the white paper reiterates Japan's claim to the Dokdo islets, referred to as Takeshima in Japan. The document asserts that territorial disputes, including those over the Northern Territories (Japan's name for four disputed islands off Hokkaido), remain unresolved. This persistent claim is depicted on maps within the paper, which show Dokdo included within Japan's territorial waters.

Regarding relations with South Korea, the paper describes it as a "crucial neighbor" with whom cooperation is necessary to address various challenges. It highlights recent defense exchanges, such as meetings between the defense ministers and air force aerobatic team interactions. The paper also underscores the importance of trilateral cooperation with the U.S. and South Korea for peace and stability in the Indo-Pacific region, particularly in addressing North Korean threats.
