Justice Ministry Denies Blocking CFR Salary Payments, Cites Legal Review

The Romanian Ministry of Justice has denied blocking salary payments for employees of the state-owned railway company CFR SA. The ministry issued a statement asserting it has no responsibility for potential issues with salary payments and rejects claims that it hindered the approval of necessary documents for the company's operations.

The ministry explained that its role is strictly limited to legal analysis of normative acts undergoing review. This clarification came after the National Federation of Railway Workers warned that CFR SA might be unable to pay salaries if the Activity and Performance Contract for 2026-2030 is not approved. The federation had accused state institutions of an administrative deadlock.

According to the ministry, its observations on the draft contract concern legal and constitutional compliance, not the contract's feasibility or the company's financing. It emphasized that returning a project for clarification and correction of legal inconsistencies does not constitute a refusal of approval or opposition to the contract. The ministry warned that approving a normative act with legal flaws could lead to future litigation or contract annulment.

The ministry also pointed out that it is the final reviewer in the inter-ministerial process. The updated draft is currently with another ministry for necessary approvals before returning to the Ministry of Justice for its final review. The controversy highlights a dispute over administrative procedures impacting the railway system's financial operations.
