Katsina governor presents N828.64 billion 2027 budget to assembly

Katsina State Governor Dikko Radda has presented a proposed N828.64 billion budget for 2027, with nearly 77% of the spending plan reserved for capital projects.

The appropriation bill, titled “Building Your Future IV,” allocates N637.91 billion, or 76.98%, to capital expenditure. Recurrent spending accounts for N190.73 billion, or 23.02%. The proposal is N69.23 billion lower than the state’s approved 2026 budget.

Radda said the plan reflected a more realistic assessment of expected revenue and spending. Ministries, departments and agencies were required to justify their requests against available resources and the administration’s development programme.

“We took a pragmatic, disciplined and realistic view of both revenue and expenditure. We reviewed every available funding source to ensure fiscal balance, strengthen implementation and reduce the risk of shortfalls,” the governor told lawmakers.

Radda said the budget was shaped by demands gathered during a simultaneous exercise across all 361 wards. Each ward is expected to receive a special project selected by residents. The information collected will also guide interventions in agriculture, small businesses, water and sanitation, women’s empowerment, the environment and security.

The Social Sector received the largest allocation, at N317.73 billion, followed by the Economic Sector with N303.17 billion. Administration was allocated N198.55 billion, while Law and Justice received N9.19 billion.

Five priority areas will receive a combined N325.45 billion from the capital budget. Basic and Higher Education was allocated N83.82 billion, Works and Housing N71.60 billion, Agriculture and Livestock N65.88 billion, Health N53.64 billion, and Rural Development N50.51 billion.

Radda said the allocations were intended to improve education infrastructure, healthcare, agricultural production, roads, housing and rural infrastructure. Reviewing the 2026 budget, he said expenditure had reached N295.19 billion by August 28, or 32.88% of the approved budget, including N193.02 billion in capital spending. He expressed confidence that implementation would accelerate in the remaining months as ongoing projects reached completion.
