Kazakhstan Eases Entry Rules for Kyrgyz Citizens Amidst New Digital Migration System

Kazakhstan is introducing a new digital migration system, which includes the QazETA pre-entry approval system and a unified information database. This initiative aims to streamline the process for foreign nationals entering the country. The Interior Ministry has developed a draft procedure for electronic entry permits, with a phased launch planned from August to December 2026.

Despite these changes, citizens of Kyrgyzstan currently enjoy continued free entry into Kazakhstan. The Kyrgyz Foreign Ministry has clarified that no prior authorization is needed for Kyrgyz nationals to travel to Kazakhstan. This assurance was a key point of discussion during a recent meeting between Member of Kyrgyzstan’s Parliament Ulukbek Karybek uulu and Kyrgyz Consul General in Almaty Zhenishbek Asankulov.

The meeting focused on the implications of Kazakhstan's new migration rules and the protection of Kyrgyz citizens' rights. Karybek uulu proposed a review of existing EAEU migration rules and agreements to ensure Kyrgyz citizens are promptly informed about any modifications to entry and stay requirements in Kazakhstan. Asankulov provided an update on measures being taken to safeguard the rights of Kyrgyz citizens and enhance consular services.

The QazETA platform is designed as a "single window" for various migration and related services, intended to simplify interactions between foreigners and government agencies. While launched on a pilot basis, its phased introduction signals Kazakhstan's commitment to modernizing its immigration processes. The discussions between Kyrgyz officials underscore a collaborative effort to manage the transition and uphold the rights of their citizens.
