Kazakhstan updates animal-keeping rules, clarifying owner responsibilities

Kazakhstan is implementing updated regulations for pet ownership, focusing on situations where owners can no longer care for their animals. The Ministry of Ecology and Natural Resources has amended provisions within the standard rules for keeping pets, clarifying the process for transferring animal care. Previously, owners were only required to make arrangements for their pet's future. The new rules specify that pets can now be transferred to animal shelters, temporary holding facilities, or to another person or organization deemed capable of providing adequate care. For animals placed in temporary facilities, the original owner will be responsible for covering the costs of upkeep until a permanent solution is found. Furthermore, the updated rules clarify the termination of an owner's obligations. "Abandoning an animal does not terminate the obligations of the pet owner or responsible person toward the animal until another person acquires ownership rights to it, the pet is transferred to an animal shelter, or its legal status is determined after being placed in a temporary holding facility," the order states. These new regulations are set to take effect on August 24, 2026. The standard rules also outline general requirements for pet keeping and walking. Owners must consider their pet's biological and individual needs, monitor their health, and are prohibited from leaving pets unattended. Specific guidelines are provided for walking dogs, including leash requirements in public spaces and muzzles in crowded areas. Cats must be walked on a harness and leash. Dogs are permitted off-leash only in designated areas. The rules also prohibit walking animals in sensitive locations like kindergartens and playgrounds, and restrict leaving them in common areas of apartment buildings or on the grounds surrounding them.
