Kindergarten Supplied Food Without Bidding, Violated Regulations

Reports indicate potential irregularities in how the school has been sourcing food for its students, prompting a closer look at its contractual practices.

Our findings reveal that while the kindergarten did engage in a bidding process for a food supply contract with New Green Company, it simultaneously maintained a separate agreement with Tien Anh Company for a single item: beef. This parallel arrangement, particularly the continued use of Tien Anh despite its food safety certification expiring shortly after the contract was signed, raises significant questions. Such practices appear to contravene regulations stipulated in Decree 214, which mandates specific procedures for selecting contractors for school meal services, especially in public institutions.

The school's principal, Ms. Nguyen Thi Huong, has acknowledged the situation, admitting to continuing the contract with Tien Anh due to "consideration" and stating that the school has now halted beef purchases from the company and is reviewing its procedures. However, the initial actions suggest a disregard for established procurement laws, potentially jeopardizing the health and safety of the children.
