Kyrgyz President: Most Complaints Should Be Resolved Locally

Kyrgyzstan's President Sadyr Japarov declared that the vast majority of citizen complaints should be resolved locally, without requiring the intervention of the head of state. During a meeting with residents in the Ak-Talin district of Naryn region, Japarov asserted that approximately 80-90 percent of issues fall within the purview of governors, district administrators, local authorities, prosecutors, and courts.

"In the coming days, I will gather all governors, mayors of Bishkek and Osh, heads of regions, chairmen of regional courts, prosecutors, and give them instructions," Japarov announced. He intends to task these officials with addressing all such complaints, including land disputes, property conflicts, and judicial matters, before his next public meeting with citizens.

The president stressed that regional leaders must proactively engage with citizens, review their grievances, and make final decisions on contentious matters. "Let them summon people themselves, review appeals, and put an end to these issues," Japarov urged. He highlighted that similar problems are voiced across all regions of the country, underscoring the need for local authorities to take greater initiative in resolving them at their level.

Japarov's directive aims to decentralize problem-solving and empower local governance structures. By shifting the responsibility for handling routine complaints to regional and local bodies, the president seeks to streamline administrative processes and ensure more efficient resolution of citizens' concerns, thereby reducing the burden on the presidential administration.
