Kyrgyzstan optimizes transport expertise procedures

The Judicial Expert Service under the Ministry of Justice of the Kyrgyz Republic has optimized the procedure for conducting transport expertise by opening a permanent point at the "Kant" customs clearance point (MTO "Kant"). This initiative is part of the government's policy to reduce bureaucracy and improve the efficiency of public services.

This increased the waiting times, created additional expenses for citizens and businesses, and also led to vehicle downtime in temporary storage warehouses.

The decision comes in response to a rising volume of trucks, passenger cars, electric vehicles, and special equipment entering Kyrgyzstan from China, Europe, and other nations. The MTO "Kant" is the primary location for customs clearance procedures for these vehicles.

Today, the expert is directly at the site and prepares the conclusion immediately after inspecting the vehicle, which has significantly reduced service delivery times.

Previously, experts had to travel from Bishkek to conduct examinations as applications accumulated, leading to extended waiting periods, increased costs for individuals and businesses, and delays in vehicle processing. Now, with an expert stationed directly at the customs point, evaluations can be completed immediately after inspection, significantly shortening service delivery times.

Expert conclusions allow for the correct calculation of customs payments and prevent attempts to understate mandatory payments to the state budget.

Timur Kozhonov, Chairman of the Judicial Expert Service, highlighted that the new system helps ensure correct customs duty calculations and prevents attempts to understate payments to the state budget. He noted that a significant portion of vehicles examined show discrepancies in their documentation, including altered identification numbers or incorrect manufacturing years. The expert's findings are crucial for accurate customs payments and mitigating corruption risks, as all decisions are based on expert research results.

Thanks to the fact that experts are constantly present at the customs clearance site, all decisions are made exclusively based on the results of expert research and are formalized in the prescribed manner.
