Kyrgyzstan Sees Key Personnel Changes in Government and Diplomatic Posts

Kyrgyzstan experienced a series of significant personnel shifts across various government sectors and diplomatic posts during the week of June 29 to July 3. These changes reflect ongoing adjustments within the country's administrative and representative bodies.

In a notable appointment, Tilek Kadykeyev has taken the helm of the Department of Urban Development and Architecture under the Ministry of Construction. He succeeds Daniyar Bapyshov, who led the department for approximately five months before his removal. Bapyshov's departure followed his detention in June 2026 on charges of alleged abuse of official authority. Kadykeyev brings extensive experience in the construction sector, having previously served as deputy director of the State Department of Architectural and Construction Control.

Diplomatic representation also saw changes. Maksat Tentimishov was relieved of his duties as Kyrgyzstan's Consul General in Yekaterinburg. Concurrently, Abylkair Skakov has been appointed as the new Ambassador of Kazakhstan to Kyrgyzstan, succeeding Rapil Zhoshibaev, who had led the diplomatic mission since April 2021. Skakov, a Kazakhstani public figure with a background in economics, finance, and law, has held various high-level positions, including deputy minister of defense and governor of the Pavlodar region.

Within the municipal administration, Osh city has seen new appointments. Bakytbek Almatov has been named the head of the Osh City Department of Education. Prior to this, Almatov served as a chief specialist in the organizational department of the Osh mayor's office. Additionally, Ralis Kasanov was appointed deputy head of the Bishkek City Internal Affairs Directorate, replacing Aybek Azhibaev, who retired.
