Kyrgyzstan Sees Key Personnel Changes in Government and Sports

Kyrgyzstan has seen several personnel changes across government and sports organizations in the week of July 13-17. Victoria Mozhacheva has been appointed as the new Deputy Minister of Education, taking over from Albert Makhmetkulov, who had held the position since March 2025.

Mozhacheva, born in March 1986, brings a background in engineering and economics, having graduated from the Kyrgyz State Technical University. Her career includes significant roles at "Bishkekteploenergo," where she served as deputy director from 2011 to 2019 and later as director from 2019 to 2020. She also served as vice-mayor of Bishkek under Mayor Aziz Surakmatov starting in July 2020, overseeing social affairs, before leaving the post in June 2026. Her prior political involvement included running for a seat in the Bishkek City Council, though her party was disqualified for voter bribery.

In regional administration, Abduraim uulu Shabdan has been appointed Deputy Plenipotentiary Representative of the President in the Jalal-Abad region. He replaces Ularbek Ismailov, who has moved on to become the mayor of the city of Manas. Shabdan, born in December 1995, holds degrees in international relations and finance and credit. He previously served as Deputy Plenipotentiary Representative for the Naryn region from 2024 to 2025.

In the sports sector, Kunai Medethan has been elected president of the Boxing Federation of Kyrgyzstan. He succeeds Umbetaly Kydyraliev, who led the federation since 2022 and was re-elected for a new term in November 2024. Prior to his election, Medethan served as the first vice-president of the federation. His candidacy was unanimously approved by delegates at an extraordinary Assembly of the National Boxing Federation.

Additionally, Amangeldi Atazakov has been appointed head of the information support department for the Osh mayor's office, replacing Zhylzdyzbek Bolotbekov, who has been transferred to another position. Atazakov previously worked as a chief specialist in the same department.
