Kyrgyzstan Tightens Sanctions Controls While Maintaining Trade with Russia

Kyrgyzstan is implementing stricter controls over financial operations, the export of dual-use goods, and corporate activities in response to international sanctions, according to First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev. However, he asserted that the country is not facilitating the circumvention of these sanctions and has no intention of restricting its traditional trade with Russia.

We are in constant dialogue with them," Amangeldiev said, reaffirming Kyrgyzstan's neutral stance in international conflicts and its readiness to cooperate within established frameworks without fueling further conflict. Specific controls are being strengthened for goods and components potentially usable in weapons manufacturing. Kyrgyzstan aims to prevent the supply of parts, equipment, or resources for any party involved in a conflict. "Everything related to arms supplies will be under strict control. We must not allow parts or resources for any army to be shipped through our territory," Amangeldiev declared. He cited examples of customs and border agencies seizing approximately 160 items, which were then transferred to the Kyrgyz armed forces, though he did not specify the items or their intended destination.

Furthermore, Kyrgyzstan has agreed on a list of dual-use goods and imposed additional restrictions. Amangeldiev also confirmed that some companies were closed following inspections due to suspicious activities, emphasizing that these decisions were based on transaction analysis rather than automatic responses to foreign requests. If we see one-time questionable transactions and questions arise for the founders, then the decision is made painlessly," he explained, adding that companies can challenge decisions through legal procedures if they provide evidence of legitimate activities.
