Kyrgyzstan to overhaul management of ties with international organizations

Kyrgyzstan is changing how its government agencies work with international organizations, integration associations and international treaty bodies. The Cabinet of Ministers has approved a new procedure intended to make that cooperation more effective and clarify which state bodies are responsible.

Under the new system, individual government agencies will be assigned responsibility for particular international organizations. Those agencies will prepare documents, coordinate Kyrgyzstan’s positions and represent the country at relevant events.

The Foreign Ministry must keep the country’s membership list updated and analyze government agencies’ reports on cooperation each year. It must submit its final assessment to the Finance Ministry by December 1. Every agency must provide information by November 1 on membership fees, outstanding debts and cooperation results, including a required assessment of effectiveness.

The rules also establish a priority system for paying membership fees. The Foreign Ministry will annually identify which organizations should be paid first, considering their political, strategic and economic importance, Kyrgyzstan’s national interests and the country’s financial capacity. The Finance Ministry will monitor payments, overdue debts and deadlines, include the fees in its annual budget and inform the Foreign Ministry of payments made.

If an agency has debts to organizations outside the priority list, it must work with the Finance Ministry to restructure or write off those obligations. The resolution will take effect ten days after approval.
