Kyrgyzstan Transport Ministry to Receive Up to 10% of Enterprise Revenues

The Kyrgyz government has implemented new financial regulations allowing the Ministry of Transport and Communications to collect a significant portion of revenue from its subordinate enterprises. Amendments to existing decisions empower the ministry to accumulate funds in a special treasury account, drawing from deductions made by state-owned organizations under its purview.

Specifically, entities such as the state-owned enterprise Kyrgyzzholtransdolboor and the state-owned institution Production and Innovation Center are mandated to transfer a portion of their monthly revenues to the ministry's special account. The Department of Land and Water Transport and its regional divisions are also included in this revenue-sharing scheme. The amount deducted will be determined by the Ministry of Transport, but will not exceed 10 percent of the total revenue generated by these organizations.

These newly allocated funds are intended to finance the ministry's operational activities and support its various territorial and departmental divisions. The Ministry of Transport will also gain the authority to independently prepare and approve the revenue and expenditure estimates for the money collected in these special accounts. This move is expected to streamline financial management and enhance the ministry's capacity to execute its projects and responsibilities.

The Cabinet of Ministers stated that these amendments are in compliance with the Budget Code and are designed to optimize the financing mechanism for the nation's transport sector. By centralizing a portion of enterprise revenues, the government aims to ensure more consistent and targeted funding for critical transport infrastructure and services.
