Libya Considers Joining African Pooled Purchasing Mechanism for Health Products

Libya is actively exploring membership in the African Pooled Purchasing Mechanism (APPM), a continental initiative aimed at improving access to essential health products. This consideration follows the Tripoli Ministry of Health's recent participation in consultations on the APPM, hosted by the Africa Centre for Disease Control (CDC) in Addis Ababa, Ethiopia.

The consultations brought together representatives from 14 African Union member states, including procurement agencies, regulatory bodies, and ministries of health. Discussions focused on the practical steps needed to activate the APPM, monitor its progress, and transform the initiative into an operational program capable of delivering tangible results in health product provision.

Key objectives of the APPM include enhancing African countries' ability to procure quality-assured health products. This is to be achieved through consolidating orders, strengthening negotiating power, reducing procurement costs, and stimulating local African manufacturing of health products. The mechanism is part of a wider African trend toward greater integration in the procurement of medicines and medical supplies, bolstering health security and supply chains.

For Libya, joining the APPM presents an opportunity to consolidate national needs, streamline procurement processes, reduce costs, and ensure a consistent supply of priority health products. The Ministry of Health views this participation as crucial for understanding the benefits of the continental initiative and fulfilling the necessary procedures for membership. This engagement underscores Libya's commitment to expanding African health cooperation and leveraging regional initiatives to improve its medical supply system and enhance national health security.
