Mamdani unveils New York plan to advance racial equity

New York Mayor Zohran Mamdani has presented what the city calls its first comprehensive plan for addressing racial disparities, with more than 200 goals to be tracked through 2034.

The Racial Equity Plan was developed by 45 city agencies after New Yorkers took part in a 30-day consultation on a preliminary version released in April. The final document runs for more than 400 pages and includes over 600 indicators. City officials will issue progress reports every two years.

The plan targets disparities in eight areas. It calls for a sharp increase in affordable housing, lower unemployment rates among Black, Latino and Asian American residents, and a smaller jail population. It also provides for smaller county detention facilities under the law requiring the closure of Rikers Island.

Health measures focus on reducing maternal mortality among Black women and tracking outcomes by race and ethnicity. In early education, the city aims to narrow gaps in literacy, numeracy and social-emotional development, expand elementary schooling and improve employment conditions for childcare workers, most of whom are women of color. The plan also calls for more integrated public schools and culturally responsive leadership to improve students’ sense of belonging, participation and academic performance.

Transportation goals include faster, more accessible buses, while broadband measures target neighborhoods with lower connectivity. The plan is based on the city’s True Cost of Living measure, released in April, which found that 62 percent of New Yorkers could not cover the real cost of living and that Black and Latino households carried a disproportionate burden. “For too long, government has been willing to acknowledge inequality without setting goals to eradicate it. This plan changes that. These commitments are specific, measurable and public, and New Yorkers must hold us accountable for meeting them,” Mamdani said in a statement.
