Man Arrested in Panama Over Alleged Embezzlement from Scholarship Institute

Panamanian authorities have apprehended a man in Bocas del Toro as part of an investigation into the alleged embezzlement of $145,265.80 from the Institute for the Training and Human Resources Utilization (IFARHU) in Panama Este. The suspect faces charges of peculation and money laundering.

The arrest followed a morning raid on the suspect's residence in Pacora, authorized by a judge, aimed at uncovering evidence related to the case. According to the Anti-Corruption Prosecutor's Office, the individual, identified as a private citizen, allegedly facilitated the negotiation and cashing of checks intended for scholarship programs and the Universal Educational Social Assistance (PASE-U) program administered by IFARHU.

This investigation commenced in June 2022 after IFARHU filed a complaint. A subsequent audit report from the General Comptroller's Office in December 2025 corroborated the financial impact. The probe is examining the alleged misappropriation of 414 checks and 84 Social Key cards associated with IFARHU's Regional Agency in Panama Este.

Authorities are working to determine how these documents were allegedly used and endorsed to local merchants for cash. The Attorney General's Office affirmed its commitment to continuing investigations into crimes against public administration and the protection of state resources.
