Massive losses caused by cadastral system blockage in Romania

Romania's real estate market and economy are facing cascading effects from a cyberattack that has crippled the National Cadastre and Land Registration Agency (ANCPI). The paralysis of the ANCPI's IT systems, including the e-Terra application and land registry services, has halted cadastral work, preventing the processing of documentation and the finalization of numerous property transactions.

Over 10,000 authorized professionals and economic operators in the field are reporting substantial financial losses. They have completed their work and incurred costs related to employees, equipment, travel, and materials, but cannot finalize administrative procedures or receive payment. The professional body for surveyors warned that the continued blockage could lead to severe financial difficulties for companies, including salary payment delays, business suspensions, and investment freezes.

"Professionals and commercial companies have executed the works and borne the costs, but cannot finalize administrative procedures and cannot collect for services rendered. At the same time, fiscal, salary, banking, and contractual obligations continue to have effects," stated representatives of the professional organization.

The issue extends beyond surveyors, directly impacting buyers, sellers, real estate developers, notaries, banks, and investors. Real estate lawyers emphasize that land registration is crucial for securing civil transactions, as entries in the land registry provide certainty regarding property rights. Without essential documents like land registry extracts, many real estate operations cannot be legally concluded.
