Mexico City Electoral Institute Approves Profitability Criteria for Political Parties, Ensuring Gender Parity for 2026-2027 Elections

The Electoral Institute of Mexico City (IECM) has established new criteria to determine the profitability of political parties. This agreement, approved recently, will set the profitability percentages for parties within electoral districts and mayoralties. These figures will serve as the foundation for creating competitiveness blocks during the candidate nomination process for the 2026-2027 Ordinary Local Electoral Process.

Profitability is defined as a technical indicator derived from the percentage of local votes each political party secured in the previous election across the 33 districts and 16 mayoralties. This objective data will be used to form competitiveness blocks, guiding parties in their candidate registration choices.

The competitiveness blocks are a strategic mechanism designed to uphold the constitutional principle of gender parity. They aim to prevent a situation where women candidates are exclusively nominated in districts where parties have a lower probability of winning. The ultimate goal is to move beyond formal equality towards substantive equality, ensuring women have genuine access to elected positions.

According to the approved agreement, political parties participating in the upcoming elections will be informed in advance of these profitability percentages. This measure is intended to provide legal certainty, ensuring parties understand the basis for forming competitiveness blocks and can comply with gender parity requirements when registering their candidates. The definitive formation of these blocks must be observed by all parties during the candidate registration period.
