Morena defends urban development plan, denies overreach

Mexico City's Morena parliamentary group has defended its proposed General Development Plan (PGD), refuting claims that it oversteps the authority of local mayoralties. The deputies stated that the timeline for the document's submission to the Congress of Mexico City and its subsequent approval is still undetermined.

We don't know (when it will arrive)... What we do want to guarantee for the people of the City? We will propose, again, to the Coordination and Political Coordination Board that all parliamentary groups, without exception, go out and conduct Open Parliament for as long as necessary once the General Plan arrives. We will make the proposal to go out and consult the people again.

During a press conference, Morena's coordinator, Xóchitl Bravo, explained that the Planning Institute is currently consolidating proposals gathered from public consultations. She noted that the plan must first be approved by the Institute's Governing Board and then sent to the Head of Government, who will ultimately forward it to the local Congress for approval, a process estimated to take about six months.

What we do want to say, because that is what we committed to in all forums, is that this General Plan will bring the proposals, the voice, and the body of what the people have opined in the City; so these six months that the Law marks do not necessarily have to be with a fictitious affirmative, everything also depends on political agreement and just as we have approved the great majority of laws by absolute majority, by majority of all parliamentary groups, surely the General Plan will occur in the same terms.

Bravo Espinosa stressed that the PGD is still under development and criticized the opposition for prematurely declaring it finalized. She highlighted that even the opposition National Action Party (PAN) submitted a proposal to the Planning Institute, which is being considered. Morena aims to ensure the PGD reflects the public's opinions gathered during consultations and plans to propose further open parliament sessions for broader discussion once the plan reaches the Congress.

This proposal that was delivered by Acción Nacional is also part of what is being worked on and considered today in this General Plan. And we want to say it, because it is not right to lie; because it must be said that the Planning Institute has responded to the call of all political forces that decide to call it.
