Myanmar's Min Aung Hlaing Criticizes ASEAN, Sets Out Government Agenda

Myanmar's junta chief and president, Min Aung Hlaing, has criticized the Association of Southeast Asian Nations (ASEAN) for its peace plan concerning the war-torn country. Nearly four months after assuming office, he described the bloc's "Five Point Consensus" as discriminatory against Myanmar, stating, "We have been patient. We will respond to non-constructive actions on a case-by-case basis."

Min Aung Hlaing outlined his administration's agenda, which includes holding by-elections in 172 constituencies in 2027 where voting was impossible during the December-January polls due to ongoing unrest. He also stated plans to strengthen the military and police forces and continue implementing a conscription law. His government has reportedly invited rebel groups for unconditional talks, having met with 13 ethnic armed organizations so far. Efforts are also underway to combat money laundering, arms smuggling, drug trafficking, and online scam operations.

The government is prioritizing major infrastructure projects, including the India-Myanmar-Thailand trilateral highway and the Mandalay-Muse railway, aimed at facilitating exports to international markets efficiently. Additionally, plans are in motion for 10 power generation projects, including the controversial Myitsone dam, and the construction of a nuclear power plant.

In terms of social development, Min Aung Hlaing announced that 10% of the national budget will be allocated to education in the next fiscal year, increasing to 15% by the 2028-2029 fiscal year. The government is focusing on boosting the tourism and agriculture sectors, with specific plans to increase domestic cotton production through loans and technical assistance for farmers. He acknowledged that a significant number of young people are leaving the country, impacting economic development, with the military's conscription law cited as a major factor for this exodus.

Min Aung Hlaing expressed his commitment to nation-building, stating, "I will take two years to build momentum for constructing a new nation. I will also take three years to execute this build-up at full speed."
