Nanfang LaLaport construction accident results in heavy fine of 300,000 yuan; Chiang Wan-an responds

Taipei's Nanfang LaLaport mall experienced a construction accident on August 7, when scaffolding collapsed within the indoor children's theme park, Kidzania. The incident caused steel pipes and wooden boards to fall from the third floor to the ground level, creating a cloud of dust and debris and startling shoppers.

The Department of Urban Development and the Department of Labor Inspection immediately went to the scene for inspection, demanded immediate improvements, and the Department of Urban Development also imposed the heaviest fine of NT$300,000 on the operator.

One woman was reportedly injured by the falling materials and was subsequently taken to the hospital. Videos shared online showed the extent of the collapse, with construction materials scattered across the area. In response to the incident, Taipei Mayor Chiang Wan-an announced that the Department of Urban Development and the Department of Labor Inspection were immediately dispatched to the scene.

This time, the falling of the ceiling and scaffolding has caused public safety concerns, which is a violation of Article 77 of the Building Act. We will legally fine the user, with the highest penalty of NT$300,000, and set a deadline for improvement to actively maintain the safety of citizens and consumers.

The city government has imposed the maximum fine of NT$300,000 (approximately $9,200 USD) on the mall operator for the safety violations. Authorities have also ordered immediate corrective actions and demanded that the mall management take responsibility for the injured woman's compensation. The Department of Urban Development cited violations of Article 77 of the Building Act, related to public safety concerns from falling ceilings and scaffolding. The Department of Labor Inspection is also investigating the cause to ensure worker safety and address any equipment deficiencies.
