National Security Plan declared public policy in Ecuador

President Daniel Noboa has officially declared Ecuador's National Security Plan Integral 2025-2029 as public policy through Executive Decree 448, published on July 14, 2026. This strategic initiative aims to provide a clear roadmap for improving the country's security over the next five years.

The plan, approved by the Public and State Security Council on March 9, 2026, outlines key objectives including political and strategic direction of security, monitoring threats, and transitioning towards a stable environment conducive to social and economic activities. The government intends to shift from a high level of conflict towards normalcy, thereby facilitating national development.

A core focus of the plan is establishing "effective and sustained control of the national territory." This involves neutralizing the armed, economic, and logistical power of organized crime networks and violent extremism. Minister of Defense Gian Carlo Loffredo stated that implementing the plan will bolster democratic governance and protect human rights.

International cooperation is also highlighted as a crucial strategic mechanism. The decree emphasizes strengthening national capabilities and combating transnational organized crime through bilateral and multilateral security alliances. Additional national objectives include anticipating and neutralizing threats through preventive state action and reconstructing the penitentiary system as a critical component of overall security.

The National Security Plan Integral 2025-2029 is designed to be a guiding document for addressing complex challenges such as cybercrime and the criminal economy, aiming to restore order and foster a more secure environment for Ecuador's citizens.
