New York Enacts Major Education Law, Freezing Tuition and Boosting Funding

New York Governor Kathy Hochul has officially enacted significant new legislation, integrated into the state's 2027 fiscal budget, marking one of the most substantial educational investments in recent years. This comprehensive measure spans early childhood, K-12, and higher education, aiming to broaden access to learning, reduce financial burdens on families, and better equip students for the evolving job market.

The approved budget for fiscal year 2027 designates the highest level of school aid in the state's history, totaling $39.6 billion. This historic investment includes an annual increase of $1 billion for the Foundation Aid program, which provides direct operating funds to public campuses to maintain academic excellence without passing costs onto students. An additional $563 million is allocated to universal preschool initiatives.

A key component of the new law is the decision to freeze undergraduate tuition for state residents at campuses managed by the State University of New York (SUNY) and the City University of New York (CUNY).

To further alleviate financial pressures on students and families amidst rising living costs, the legislation ensures that SUNY and CUNY institutions receive additional operating funds. This support is intended to help them sustain academic activities without increasing fees. Additionally, the law expands the SUNY and CUNY Reconnect program, originally launched in 2025. This program offers free community college education to adults seeking training in high-demand career fields, and the updated legislation broadens the list of eligible programs to include strategic sectors.
