Nigeria's House of Reps Receives Report on State Police Bill

Nigeria's House of Representatives is moving forward with a proposed constitutional amendment to establish state police forces. The Deputy Speaker, Benjamin Kalu, presented the report from the Special Ad Hoc Committee on Constitution Review during a plenary session. This move signifies renewed momentum for decentralizing policing, a measure long sought by state governments, security experts, and civil society groups to combat escalating insecurity.

The proposed amendment seeks to create a legal framework for state-controlled police services. Supporters believe this will enhance intelligence gathering, strengthen community policing, and allow for faster responses to local security threats. However, critics voice concerns about the potential for misuse of power by state governments and emphasize the need for strong constitutional safeguards.

In parallel, the House also approved budget estimates for the Nigeria Police Trust Fund for 2025 and 2026. For 2025, the fund received an allocation of 170.11 billion naira, with specific amounts designated for capital expenditure at headquarters and for the police force, as well as for personnel and overhead costs. The proposed budget for 2026 stands at 233.96 billion naira, including significant capital expenditure allocations.

The report on the state police amendment will be scheduled for further debate and clause-by-clause consideration by lawmakers. The House Committee on Rules and Business will determine the specific date for these deliberations, marking a significant step in the ongoing constitutional amendment process.
