Ninh Binh: Four Party members expelled for violations

The Ninh Binh Provincial Party Committee's Inspection Commission has expelled four party members for serious violations, including ideological decline, corruption, and breaches of party discipline. The decision follows a review of disciplinary reports concerning members who failed to adhere to regulations and uphold their responsibilities as officials.

Among those expelled are Bùi Đức Hạnh, secretary of the Yên Hòa People's Credit Fund's party branch and chairman of its board; Đoàn Thị Nhẫn, deputy secretary and board member of the same fund; and Nguyễn Đức Toàn, a party member from the Ninh Binh Department of Agriculture and Rural Development. These individuals were found to have degenerated in terms of political ideology, ethics, and lifestyle, violating rules on what party members are prohibited from doing and their duty to set an example.

The commission deemed their violations "very serious," noting that they had caused public scandal and damaged the reputation of themselves and their respective party organizations and workplaces. The disciplinary action was taken after considering the nature, severity, consequences, and causes of their misconduct, in accordance with the Party's regulations on disciplinary measures for erring members.

In a separate but related case, Lê Ngọc Hanh, a party member from Bình Sơn commune, was also expelled on August 5. Hanh, who served as deputy secretary of the Party Committee and Chairman of the People's Committee of La Sơn commune from 2012 to 2024, allegedly directed subordinates to withhold funds from land violation processing and public land auctions, preventing them from entering the state budget. These funds, amounting to over 1.4 billion Vietnamese dong, were allegedly kept off the books and used improperly, causing significant losses to the state. Hanh is currently under investigation by the Ninh Binh Provincial Police for abuse of power during his official duties.
