Oaxaca Council Accused of Enabling Public Street Appropriation for Commercial Plaza

A neighborhood collective in Oaxaca, Mexico, has accused the municipal government of Oaxaca de Juárez of complicity in the appropriation of a public street for the development of a commercial plaza. The Colectivo Vecinal de la Colonia Reforma specifically criticized Mayor Raymundo Chagoya Villanueva's characterization of the company Fibra Danhos's excavation of the street as a "minimal invasion for logistics."

The collective denounced these statements as a "brazen mockery," especially after revelations that the city council is preparing appraisals to sell, concession, or exchange the public street, Privada de las Rosas, to the corporation building the "Parque Oaxaca" commercial center. The street has been physically erased as the company excavated over 20 meters deep to integrate it into the plaza's private underground parking.

They added that smear campaigns on social media do not alter the fact that Privada de las Rosas is the property of the people of Oaxaca, not a wealthy corporation. The group reiterated accusations of illegal appropriation of public and federal zones by Fibra Danhos and the alleged omission and complicity of municipal and state authorities.

Since December 2025, residents have formally denounced the invasion of their spaces. However, authorities allegedly allowed the installation of sheet metal barriers that concealed the construction company's abuses. On May 16, 2026, neighbors removed part of the fencing, uncovering what they described as "absolute ecological and urban destruction." This included the complete felling of trees and vegetation along the stream, severely impacting the local ecosystem and micro-basin. They also identified private property foundations built on public land.
