Officer indicted for unlawful arrest of suspect who surrendered

A South Korean police officer faces trial for allegedly fabricating evidence and unlawfully arresting a theft suspect who had voluntarily come to the station.

The officer, identified as A, is accused of luring the suspect, B, outside the police station on May 22nd under the pretense of an emergency arrest. Despite knowing that the conditions for an emergency arrest were not met, officer A proceeded with the arrest.

Further allegations include the falsification of an emergency arrest report, claiming the arrest occurred during a chance encounter while investigating. Officer A also allegedly created a false seizure report, implying cash recovered was found at the scene of the arrest, when it was actually obtained from a third party later.

Suspect B was initially sent to prosecution on May 28th. However, during a supplementary investigation, B claimed to have been lured out of the station after promising to surrender voluntarily. Based on B's testimony, call records, and police station visit logs, prosecutors confirmed the claim and rescinded B's arrest warrant on June 1st, leading to their release.

Prosecutors conducted further investigations, including reviewing call recordings and CCTV footage between A and B. They discovered that officer A had moved suspect B to a subway station near the police station for the arrest, despite B having informed A of his voluntary arrival and real-time location the day before. The recovered cash was also found to have been deposited as collateral at an arcade and later withdrawn by officer A from a bank.
