Panama Dismisses 17 Officials Amid $40 Million Tax Fraud Investigation

Panama's Ministry of Economy and Finance (MEF) has dismissed 17 officials from the Directorate General of Revenue (DGI) as part of an investigation into a sophisticated fraud scheme. The network allegedly operated for years, exploiting loopholes in state fiscal controls to commit fraud estimated at $40 million. Minister Felipe Chapman announced the separation of the officials, stating that the corruption scheme involved recruiting DGI personnel to circumvent the existing tax system. To halt the outflow of public funds, the administration has proactively frozen procedures related to questionable tax credits. Chapman emphasized that while the scheme began years ago, his administration is confronting and resolving the issue. The criminal and administrative investigations have identified 17 implicated officials, with the possibility of more being added as inquiries with the Public Ministry and internal DGI bodies progress. The MEF has also requested a comprehensive audit from the General Comptroller's Office to identify vulnerabilities in the fiscalization processes. As part of a broader strategy to restructure state revenue collection, the ministry plans to review taxes such as the ITBMS (Value Added Tax) and integrate artificial intelligence tools to enhance tax procedures and automate controls.
