Panamanian lawmakers demand action on citizens recruited to fight in Russia and Ukraine

Panamanian deputies in the National Assembly have called for increased government intervention to prevent fraudulent job offers after it was revealed that 24 Panamanians have been recruited to fight in the Russia-Ukraine war. The Foreign Ministry confirmed that 19 citizens are affiliated with the Russian Armed Forces and five with the Ukrainian Armed Forces. The situation is dire, with several individuals reported missing and at least one confirmed death on Russian territory.

During a session, Deputy José Pérez Barboni highlighted the issue, linking these cases to a severe lack of educational and employment opportunities for young people in Panama. "More than two hundred fifty thousand young people do not have access to education or job opportunities. And what does this mean in consequences? There are the more than twenty-four Panamanians who have currently been recruited by both the Russian and Ukrainian Armed Forces," he stated. Pérez Barboni also criticized the Ministry of Labor and Labor Development (Mitradel) for its inaction on a law intended to create paid internships for young people, questioning the accuracy of recent unemployment statistics.

Ernesto Cedeño, another deputy, revealed that the Public Ministry is investigating four cases related to fraudulent job offers that led Panamanians to join the conflict. He urged for a national prevention campaign, improved coordination between the Foreign Ministry, Mitradel, and the Attorney General's office, and the establishment of an assistance protocol for victims. The deputies' concerns underscore a critical need for domestic solutions to address the root causes driving Panamanians to seek dangerous employment abroad.

The discussions in the National Assembly highlight a growing concern over vulnerable citizens being exploited by deceptive recruitment schemes. The lawmakers' demands reflect a broader societal issue in Panama, where economic hardship and limited opportunities may push individuals toward desperate measures.
