Paris after-school scandal: Transparency citoyenne targets elected officials following parents’ complaints

Transparency citoyenne has entered the legal battle over Paris’s after-school scandal, referring a report to the Paris prosecutor over alleged failures to report mistreatment and offenses against children in the city’s schools.

The association describes itself as fighting for the integrity of elected officials and is known for examining their expense claims. Its intervention follows a series of complaints filed by Paris families against current and former officials.

On Aug. 24 and 25, three families from the 7th arrondissement filed complaints against former Paris Mayor Anne Hidalgo and her former deputy Patrick Bloche. Bloche oversaw education, early childhood and families from October 2017 to March 2026. The families accused the two officials of failing to assist minors under 15 who were in danger.

On Sept. 4, another 17 families announced complaints against Hidalgo and Bloche, as well as Emmanuel Grégoire. Grégoire served as deputy in charge of human resources from 2014 to 2017 and as first deputy from 2018 to 2024. The families cited alleged deliberate endangerment of others, failure to report attacks or harm against minors, and failure to assist people in danger.

The association’s report adds another legal challenge to the elected officials involved in the scandal. Its founder was questioned by judicial police in July, according to the article.
