PKK leaders: 'Framework law' is a start, but flawed

Leaders associated with the PKK, a designated terrorist organization, have issued a statement regarding a proposed "framework law" set to be discussed in the Turkish Grand National Assembly. The law, known as the "Milli Dayanışma ve Toplumsal Bütünleşmenin Güçlendirilmesi Kanun Teklifi" (Law on Strengthening National Solidarity and Social Integration), is viewed by the group as a potential starting point for addressing the Kurdish issue and broader democratization efforts.

The statement, released by individuals claiming to be PKK leaders after the group's self-dissolution at its 12th congress last year, highlighted the ongoing dialogue between Abdullah Öcalan, the imprisoned leader of the PKK, and state officials, as well as with the DEM Party and the PKK itself. They reiterated previous calls for Öcalan's "freedom and unhindered work" as essential for the law's proposed steps to be realized.

It specifically referenced a proposal by MHP leader Devlet Bahçeli, who suggested Öcalan could serve as a "Peace Process and Politicization Coordinator." The PKK-aligned statement noted that Öcalan's role in this capacity was not clearly defined in the framework law, arguing that without his "free life and work," many aspects outlined in the law would not materialize.

Despite these criticisms, the group framed the legislation as a beginning. "This law is a start," the statement declared. "The development of the struggle for democratization is necessary for the solution of all problems, especially the Kurdish issue. In this regard, our peoples and all democratic forces must organize and struggle for democratization and the solution of the Kurdish issue. Then the law that emerges can truly play the role of a framework law and be a beginning for important developments."
