Plans for Major Council Overhaul Halted Pending Legal Review

Plans to redraw local government across much of England have been put on hold after new legal advice prompted the government to launch a review.

Proposals to merge smaller councils into larger authorities in Essex, Hampshire, Norfolk and Suffolk have been withdrawn. Plans affecting 14 other areas have also been paused. The reorganisation of Surrey, where councillors for two new unitary authorities were elected in May, will not be affected. The government said local elections in May 2027 would go ahead under the current boundaries.

Communities Secretary Angela Rayner is expected to tell Parliament that she wants to ensure the process is robust and complies with the law. She is also expected to say that the government must test whether the proposals fit the priorities of a new administration and a new prime minister.

The plans began under Sir Keir Starmer’s government, when Rayner first served as local government secretary. They were already facing legal challenges in four counties. The government had argued that a move toward unitary councils across England would simplify services, generate savings and transfer more powers to regions. Critics disputed the likely savings and warned that the changes could divert resources from frontline services and make councils more distant from their communities.
