Porta 65 Support Blocked by Unforeseen Legal Condition

PÚBLICO reports that the Institute of Housing and Urban Rehabilitation (IHRU) is creating undue obstacles for young people seeking housing support through the Porta 65 Jovem program. The institute is imposing a condition on lease agreement duration that is not supported by the existing legislation, effectively barring eligible individuals from accessing crucial aid.

At the heart of the issue is the IHRU's interpretation of the program's rules. While the Porta 65 Jovem support is designed for 12-month periods, the institute has stipulated that applicants' rental contracts must have a minimum active duration equal to this period, starting from the first month of aid. This requirement, however, is not found within the law that governs this specific housing support.

Legal experts consulted by PÚBLICO have confirmed that the law regulating the Porta 65 Jovem program does not specify any minimum duration for lease agreements. This suggests that the IHRU's current practice is an arbitrary imposition, potentially excluding many young Portuguese citizens who are in dire need of housing assistance and meet all other legal criteria.
