Jeong had reportedly expressed his strong desire to resign multiple times, including a formal submission of his resignation on August 18, just 14 days after President Lee had initially urged him to stay during a cabinet meeting. Jeong had also requested that his resignation be processed before the start of the regular parliamentary session in September. His absence from a policy briefing at the National Assembly's Special Committee on Budget and Accounts on the day of the resignation further indicated the finality of his decision.

The timing of the resignation is also seen as strategic, occurring just weeks before the planned launch of the new Prosecutor's Office and the Serious Crimes Investigation Agency on October 2. This transition necessitates extensive legal and regulatory adjustments, with approximately 180 related laws requiring amendment and 138 subordinate decrees needing revision. The precise structure and staffing of the new Prosecutor's Office remain unclear.

In this complex environment, retaining a minister who had already expressed his intent to leave was deemed counterproductive. Jeong himself acknowledged this, stating on August 18 that "keeping a minister who has expressed his intention to resign destabilizes the organization." The administration appears to believe that a swift transition is necessary to ensure the smooth establishment of the new investigative bodies and the overall stability of the Justice Ministry.
