"President of all homeowners' associations": As Vučić solves Borča pig problem, jurisdiction questions remain open

A citizen reporting portal launched by Serbian President Aleksandar Vučić has garnered over 7,200 submissions, with the president himself highlighting its successes. Vučić announced on Instagram that issues such as a pig farm operating within a Borča apartment building and road repairs in Kragujevac have been addressed following citizen reports via the "Ko si, bre, ti?" (Who are you, man?) platform.

Vučić proudly shared that his team helped citizens like Gordana, Zorica, and Jelena receive "the health check they deserve," emphasizing their responsiveness to citizens' concerns. The portal, intended for anonymous reporting of official misconduct, corruption, and other irregularities, has seen a rapid influx of complaints since its inception.

However, the initiative faces scrutiny. Dragoljub Draža Petrović, editor-in-chief of Danas, satirically suggested the portal should be renamed "What kind of pig are you, man?" given the range of complaints, from neighbors raising pigs to noisy construction. He remarked that the president, often outside his jurisdiction, is now acting as a municipal police officer, dealing with everything from pigs to noise complaints.

Nemanja Nenadić from Transparency Serbia also pointed out several issues, including questions of jurisdiction, institutional inefficiency, and the process of selecting and handling reports. He noted that the high number of reports is unsurprising given the challenges citizens face and the perceived ineffectiveness of existing institutions, coupled with media promotion of the platform.
