Pressure test looms: Lukang's unique parking lot-flood basin hybrid prepares for heavy rains

In response to the persistent flooding that plagues the historic Lukang old town in Changhua, Taiwan, a groundbreaking facility has been activated: a parking lot that doubles as a flood retention basin. This innovative structure, located at Luojin Elementary School, is the first of its kind in Taiwan and is now on high alert for its inaugural "pressure test" as heavy rains are forecast.

The old town of Lukang is particularly vulnerable to flooding due to its low-lying geography. The newly opened underground parking lot was specifically designed to address this issue, incorporating a flood retention function. This dual-purpose design aims to mitigate the severe impact of heavy rainfall on the popular tourist area, which is adjacent to key landmarks like the Tianhou Temple, the old street, and the art village.

To ensure the facility's operational integrity during a flood, crucial protective measures have been implemented. Waterproof gates have been installed at the entrances connecting the indoor spaces to the underground parking area, specifically to safeguard the elevators and their electrical and mechanical equipment from rising water levels. The parking lot itself has been cordoned off with warning signs explaining its flood retention function, preventing unauthorized access by residents or tourists.

The Lukang Township Office has also prepared for the potential deluge by stationing and setting up water pumps at the Lukang Guild Hall. The construction of the Luojin Elementary School underground parking lot and flood retention basin began in 2023 with a total budget of NT$280 million (approximately $8.7 million USD). The project received NT$220 million in subsidies from the Water Resources Agency, with the county government contributing NT$60 million.

The retention basin covers an area of approximately 4,626 square meters and has a storage capacity of about 12,000 cubic meters, equivalent to the volume of 4.7 international standard swimming pools. This significant capacity is expected to play a vital role in managing floodwaters and protecting the historic Lukang area.

The parking lot has elevators, and regarding this part, waterproof gates have been installed to correspond from indoors to the underground parking space, preventing water levels from affecting the elevator's electrical wiring and mechanical equipment.
