Quito and National Government Finalize Security Camera Cooperation Deal

Quito's security camera network is entering a new phase of collaboration between the city and the national government. A five-year cooperation agreement, signed on August 10, 2026, outlines how Emseguridad, the Ministry of the Interior, and the National Police will share responsibilities for investment, surveillance, and emergency response.

The Marco de Cooperación will have a five-year term. The Ministry of the Interior will exercise the rectorate, while Emseguridad will maintain the administration and execution of its infrastructure and systems.

The Ministry of the Interior will lead the strategic direction, setting priorities and standards for security efforts in Quito. Emseguridad, the municipal entity, will retain administrative control over its infrastructure and systems. This includes facilitating access for National Police personnel to monitoring rooms and ensuring the continuity and security of the surveillance systems.

Emseguridad will retain the administration of its infrastructure and systems, as well as municipal control over its assets and resources.

Emseguridad is also tasked with integrating its systems with Ecuador's national emergency response system, ECU 911, and other interoperability mechanisms. The company will plan and execute security investments using funds from the 'Tasa' (a municipal fee), subject to budget availability and in coordination with the Ministry of the Interior.

The Ministry of the Interior will exercise rectorate and strategic direction.

The National Police will embed permanent staff within Emseguridad's monitoring centers. These officers will help analyze information, generate alerts, and coordinate police responses. The Ministry of the Interior will assign and maintain these police personnel, ensuring their participation in the surveillance operations.

The National Police will incorporate permanent personnel into Emseguridad's video surveillance and monitoring rooms and systems.
