Quito council debates bus fare hike, moves to second reading

Quito's urban transport fares are set to increase after the Metropolitan Council passed the first reading of a proposed ordinance. The measure, which raises the fare from $0.35 to $0.40, is slated to be implemented starting January 1, 2027. The council debated the proposal on Friday, July 24, 2026, with 22 individuals, including council members and citizens, contributing to the discussion.

The ordinance will now be sent back to the Mobility Commission to prepare a report for a second debate and subsequent approval by the full council. This development follows a period of tension, including a session suspension due to a lack of quorum, which Mayor Pabel Muñoz criticized as disrespectful to the city. A minimum of 12 out of 22 council members must vote in favor for the ordinance to pass.

This ordinance contemplates an increase in fares from 0.35 to 0.40 cents, and it is expected to come into effect from January 1, 2027.

The push for higher fares originated from transport unions' protests on May 5, triggered by rising operational costs after the elimination of diesel subsidies. The municipality engaged in dialogue with transport operators, leading to this agreement alongside other measures aimed at enhancing public transport services. These include the integration of technological tools for real-time bus tracking, monitoring speeds, and ensuring frequency adherence. Additionally, the city is reviewing mechanical inspections for buses and training programs for drivers.
