Rare Appointment: National Education Researcher to Lead Vocational College

In a rare move for Taiwan's education sector, Cai Ming-xue, a researcher from the National Academy for Educational Research (NAER), has been seconded to lead the Jen-Teh Junior College of Medicine, Nursing and Management.

This appointment marks a significant shift, as it is uncommon for researchers from national-level educational think tanks to directly assume the presidency of vocational colleges. Cai Ming-xue brings extensive experience in educational policy research and international exchange from his previous roles at the Ministry of Education. His transition to leading a vocational institution is seen as a unique case of cross-domain mobility for educational research talent.

Facing rapidly changing educational, medical, and industrial environments, I will bring my years of central educational decision-making experience to the front lines, introducing 'data governance' and big data learning analytics to accurately grasp student learning processes and blind spots, and adjust courses and counseling resources early.

Cai Ming-xue intends to leverage his central educational policy decision-making experience to enhance vocational education. He plans to implement "data governance" and big data learning analytics to precisely track student learning processes and identify areas for improvement, enabling timely adjustments to curricula and support resources. He also aims to integrate Social Emotional Learning (SEL) to foster students' emotional management, empathy, and teamwork skills, thereby boosting their psychological resilience for future career challenges. In response to AI advancements, he will incorporate smart technology into care services and talent cultivation.

Furthermore, Cai Ming-xue is promoting the concept that "a 5-year program is not the end point." He hopes to create pathways for students to pursue further education through collaborations with universities and articulation mechanisms, offering them more career development options beyond immediate employment. This secondment is expected to serve as a practical test case for how educational policy research can be effectively implemented in school governance and talent cultivation.
