Reps approve bill for DSS Research Bureau creation

Nigeria's House of Representatives has passed a bill to establish the State Security Service Research and Development Bureau. This specialized institution is designed to bolster research, innovation, and technological advancement within the Department of State Services (DSS).

The proposed legislation aims to provide a legal framework for the bureau to coordinate intelligence research, develop indigenous security technologies, and enhance the operational capabilities of the nation's domestic intelligence agency. According to Ahmed Satomi, Chairman of the House Committee on National Security and Intelligence, the bill addresses existing gaps in intelligence research and seeks to align the DSS with evolving global security realities.

The legislative framework seeks to address the gap in terms of development looking at the global trajectory of security and value.

Satomi stated that the legislative framework is crucial for development, enabling the DSS to incorporate contemporary knowledge and global practices. The bureau will be responsible for formulating and implementing intelligence research policies, conducting both basic and applied research on intelligence-related equipment, and coordinating scientific, technological, and environmental research activities within the DSS.

Furthermore, the bureau will provide strategic direction to achieve greater self-reliance in meeting Nigeria's intelligence and security needs. It will assess operational requirements and promote indigenous research and innovation. The proposed law also empowers the bureau to collaborate with universities, research institutes, and public and private institutions to develop scientific and technological solutions for contemporary security challenges. It will disseminate research findings, initiate research into emerging threats, and organize specialized training in intelligence-related sciences and technology.

The DSS is one agency that has kept this country moving and, in its quest to strengthen its combat operation, there is a requirement that it should have this particular institution within the Department of State Services for the sake of development, so that contemporary knowledge, in tandem with global practice, will be involved for this institution.
