Restaurants, tea rooms, cafes, fast-food…: digital cash register mandatory from July 1

Starting July 1, 2026, all businesses operating in the on-site consumption services sector, including restaurants, tea rooms, cafes, and fast-food establishments, will be required to implement a mandatory digital cash register system. This new regulation applies to all legal entities within this sector.

The requirement is based on a ministerial order dated October 14, 2025, which sets the criteria for classifying businesses that provide on-site consumption services. This measure is part of a broader government strategy, initiated by a 2019 decree, to combat tax evasion and ensure fairer tax contributions among taxpayers.

According to the ministerial order, establishments considered to be providing on-site consumption services are those primarily or secondarily engaged in selling prepared food or beverages for immediate consumption on their premises. The first phase of this digital system implementation began on November 1, 2025, targeting companies operating classified tourist restaurants, tea rooms, and second and third-category cafes.

As of July 1, 2026, the obligation will be expanded to encompass all other legal entities that offer prepared food or beverages intended for consumption on-site. This nationwide rollout aims to enhance transparency and streamline tax collection processes within the food and beverage service industry.
