Kaduna State is demonstrating measurable improvements in security due to a strong partnership between the federal government and the state administration, according to National Security Adviser Nuhu Ribadu. Represented by the Director of Internal Security at the Office of the National Security Adviser (ONSA), Malam Sani Sani, Ribadu commended the collaboration during the graduation ceremony of Kaduna’s pioneer batch of Armed Forest Guards.

This partnership signifies a shift towards integrated approaches in tackling Nigeria's complex security challenges, which include terrorism, banditry, and kidnapping. Ribadu's leadership philosophy emphasizes coordinated action over institutional competition, recognizing that effective security management requires strong collaboration between federal institutions and state governments. Instead of centralizing initiatives, his office encourages states to actively participate in building resilient local security structures.

The Armed Forest Guard initiative, approved by President Bola Ahmed Tinubu in May 2025, exemplifies this approach. The federal government introduced this program to reclaim forests, which have become operational bases for criminal elements. ONSA is responsible for providing strategic leadership and coordinating training nationwide for this initiative, aiming to reclaim ungoverned spaces and enhance internal security.
