Kwak Sang-eon, a lawmaker from the Democratic Party and son-in-law of the late former President Roh Moo-hyun, has publicly criticized former presidents Moon Jae-in and Jung Cheong-rae. Kwak contends that their recent statements and interpretations regarding the "검수완박" (full investigation and indictment reform) do not align with Roh Moo-hyun's political philosophy or intentions.

In a social media post, Kwak directly addressed remarks made by Moon and Jung shortly after the passage of the criminal procedure law. He urged them not to distort Roh's legacy for their own political gain or to deceive the public. Kwak specifically pointed to Jung's statement calling the day "historic" and reminiscent of Roh, and Moon's assertion that prosecutorial reform began under Roh's administration.

Kwak argued that these politicians are misrepresenting actions that were not part of Roh's political agenda as if they were. He accused them of using Roh's name and his final political choices as a "political plaything" for personal benefit, thereby trivializing his memory. Kwak emphasized that Roh Moo-hyun never pursued a policy of completely stripping the prosecution of its investigative powers to grant a monopoly to the police. He recalled Roh criticizing police demands for exclusive investigative authority and the complete abolition of prosecutorial command over investigations.
