Romania risks 1 billion euros over biodiversity strategy dispute

Romania faces the potential loss of 1 billion euros in EU funds over a dispute concerning the adoption of a national biodiversity strategy. The conflict pits the Social Democratic Party (PSD) against the interim government, with accusations of political maneuvering and legal overreach flying from both sides.

PSD leader Sorin Grindeanu declared that the government's decision to send the biodiversity strategy to Parliament for debate was an "implicit admission of guilt" by the dismissed government. He alleged that the government attempted to approve the strategy via government decree last week, violating legal and constitutional boundaries. Grindeanu criticized "obtuse" individuals whose "ignorance of the law" endangered funds meant for Romania's benefit, vowing parliamentary debate on the project.

This political clash unfolded after interim Environment Minister Diana Buzoianu announced the strategy would be submitted to Parliament. She argued that the strategy merely operationalizes objectives already agreed upon in numerous treaties and existing laws, and therefore, could be adopted by an interim government. Buzoianu accused the PSD of prioritizing political scandal over national interest, warning that their actions could lead to the loss of 1 billion euros.

Buzoianu further elaborated that legal experts confirmed the strategy did not constitute a new public policy. She expressed concern that if the PSD pursued legal challenges, even if the government eventually won, the lengthy court processes could cause Romania to lose the PNRR funds. The minister characterized the PSD's stance as destructive, aimed at creating scandals rather than securing vital funding for the country.
