Romania's 'Rabla 2026' Car Purchase Program Opens Online

Romania's "Rabla 2026" program, designed to encourage the replacement of older vehicles, officially opens for individual applicants on Monday morning. The application process will be conducted exclusively online through a dedicated platform.

The Environmental Fund Administration (AFM) announced that registrations will commence at 10:00 AM. This year's program has an allocated budget of 300 million lei. The value of the eco-vouchers varies depending on the type of new vehicle purchased: 18,500 lei for fully electric or hydrogen fuel cell vehicles, 15,000 lei for plug-in hybrid vehicles or electric motorcycles, 12,000 lei for hybrid vehicles, and 10,000 lei for new internal combustion engine vehicles (including LPG/CNG) or motorcycles.

To apply, individuals must upload several documents to the application. These include a financing request form, which should be completed digitally and uploaded without a signature, a valid identity card, and a tax certificate for state budget obligations issued within the last 90 days. Additionally, a certificate for local taxes and other local budget revenues, issued by the local authority based on the applicant's domicile, must be submitted and be no older than 30 days.

Each individual applicant can request a maximum of two eco-vouchers per application session, with one voucher allocated per new vehicle intended for purchase. The program aims to modernize the vehicle fleet and encourage the adoption of cleaner transportation options.
