Romania's Senate to Re-debate Crucial Biodiversity Strategy Bill

Romania's Senate is set to re-examine the national biodiversity strategy bill, with a crucial debate scheduled for August 6. The legislation, intended to establish a unified framework for protecting and restoring the country's biodiversity between 2026 and 2030, faces further deliberation due to additional amendments and the need for bicameral review.

Senate President Mircea Abrudean confirmed that the bill requires a bicameral check, meaning it will return to the Senate after adoption by the Chamber of Deputies. The Senate is holding an extraordinary session, and a permanent bureau meeting will determine the agenda for Thursday morning's plenary session.

Significant amendments have been introduced. One requires competent public authorities to obtain a consultative opinion from local or county councils before implementing action plan measures that impact local communities. These councils will have 60 days to respond; failure to do so will result in a deemed favorable opinion. Another amendment clarifies that the strategy and action plan are merely orientative and cannot directly impose obligations or restrict rights without separate laws.

Furthermore, measures affecting economic activities or property rights will only be implemented after economic and social impact assessments and public consultations. The strategy's application cannot halt projects of strategic national or European interest in energy, transport, agriculture, and infrastructure, unless based on individual, legally justified evaluations. The Chamber of Deputies is the final decision-making body for this bill.
