Romania to Produce Military Drones, Including Kamikaze Models, in Partnership with Ukraine

Romania is set to become a significant player in European defense manufacturing with the upcoming production of military drones in Cluj-Napoca. The initiative is a collaboration between Romanian company OVES Enterprise and EDRONE, a leading Ukrainian drone producer.

The factory will initially focus on three types of drones: FPV (First Person View) drones, interceptor drones, and reconnaissance drones. FPV drones, known for their precision and low cost, are already widely used in the Ukraine conflict for kamikaze attacks. The facility plans to produce around 1,000 drones monthly, with ambitions to scale up to 10,000-15,000 units per month based on market demand and incoming orders.

A key feature of the project is the integration of the Nemesis AI platform, developed by OVES Enterprise. This artificial intelligence will enable real-time target identification, classification, tracking, and situational analysis, aiming to reduce reaction times and enhance the accuracy of autonomous systems. The entire production process, from component integration and software installation to configuration and testing, will be handled at the Cluj-Napoca facility.

Production is slated to begin this autumn, with the first drones undergoing testing and demonstrations. OVES Enterprise CEO Mihai Filip emphasized Romania's need to establish a "real industrial role" in the European defense ecosystem, moving beyond being just a market for foreign products. He highlighted that the partnership with EDRONE brings valuable battlefield experience and validated production processes to Romania, enabling rapid scaling of systems already proven in real-world conditions.
