Russia Issues International Arrest Warrant for Telegram Founder Pavel Durov

Russian authorities have issued an international arrest warrant for Pavel Durov, the founder of the popular messaging app Telegram. The Federal Security Service (FSB) stated that Durov is under investigation for allegedly aiding terrorist activities.

The FSB's accusation centers on Telegram's alleged failure to remove channels and bots used to coordinate terrorist and sabotage acts within Russia. The statement indicated that Ukrainian intelligence services and extremist organizations have utilized numerous Telegram channels, chat groups, and bots to prepare and orchestrate sabotage, terror attacks, mass killings, and cyber fraud in Russia.

This move follows previous actions taken by Russia against Telegram. The platform experienced temporary access restrictions within the country, and the company was subjected to significant fines totaling over 100 million rubles. Kremlin spokesperson Dmitry Peskov noted on July 27 that discussions were ongoing regarding Telegram's full operational capacity in Russia, but criticized the company's representatives for not being sufficiently active in the process.

Telegram remains one of the most widely used messaging and social media applications in Russia, highlighting the app's significant role in the country's digital communication landscape despite ongoing regulatory pressures.
